A technical glitch in the definition of solar energy may cause the EU to miss its 20% renewable energy target for 2020. According to Toronto's Victoria Hollick of Conserval Engineering, Europe's Renewable Energy Directive (RED) has actively excluded solar air heating from its list of approved technologies in favor of more expensive solar electric and solar water heating systems. Solar air technology, used in indoor space and process heating, is low in capital cost and provides one of the fastest ROIs of any renewable energy technologies. At present, the EU has no mechanism in place to target space heating in the commercial, industrial and agricultural sectors.
