1. Research
Get immediate access to the most up-to-date federal and state statutes, regulations, forms, and more. Our powerful search feature allows you to locate content by keyword, topic, and citation. And through our rapid-access menu system you can easily review the documents you need in a fraction of the time. CyberRegs® includes environmental, safety, and health documents from the U.S.A, Canada and Mexico.
2. Applicability
ART presents applicability questions in a consistent format to a structured team of involved parties. ART utilizes an "applicability team" decision-making approach. ART encourages the building of a team of stakeholders and EHS subject matter experts. Users can either use an ART-supplied listing of typical activities, products, and services or can self-define their operations. A user can elect to evaluate a single site or more than one site. The mix of information availability and full site representation yields a team dynamic that delivers the highest quality applicability determinations in the shortest time.
In addition ART can incorporate company policies, standards, or other supplementary requirements alongside regulatory provisions. The integration of legal and corporate requirements allows for a more consistent applicability decision and avoids the confusion that frequently exists when dealing with external and internal requirements. By using a simple, conditions-based applicability questionnaire format, written in everyday language, ART breaks through country “legalese” to present information that operational personnel can reasonably act upon. ART provides all the information necessary for a user to accurately and efficiently determine applicability.
Finally, the ART Applicable Requirements Register lists all requirements, both legal and supplementary, that apply to a site. Included in the Register are the subject area, citation, title, summary, and link to the full text of the requirement – all in one view.
3. Activity
The third component of Citation Technologies' Five Point Process is an output of ART called the Compliance Matrix. The Compliance Matrix leads you through a process to break down high-level applicable requirements into specific compliance actions. Using the Matrix, your organization can develop operational controls, compliance tasks, identify task owners and declare frequency of task performance.
The completed matrix itself can be used "as is" to manage compliance or can be uploaded into an Environmental Management Information System (EMIS) for a sustainable, integrated governance, risk and compliance process.
4. Validation
EHS Audit Checklists comprise the fourth component of Citation Technologies' Five Point Process. Audit Checklists provide a cost-effective solution to companies to test how well they comply with their regulatory obligations.
The best Audit Checklist is one that is tailored to the site being audited. By focusing auditors on those laws and regulations that specifically apply to a site (with a sampling of those requirements that have been determined not to apply), ART saves the auditor valuable time and provides those audited with a highly cost-effective, high quality audit.
5. Currency
The final component of Citation Technologies' Five-Point Process and possibly the most valuable is the ability to keep your compliance assurance management system up to date. Without question, a compliance assurance system must have the capability for Management of Change (MoC). ART and CyberRegs combine to provide the user with the most up-to-the-minute notification of potential additions, changes or deletions to a site’s Applicability Register and Compliance Matrix.
CyberRegs, through its Stored Notification System, tracks changes to a site’s Applicability Register on a nightly basis. Users are made aware of changes through daily emails and can adjust their Compliance Matrix immediately. ART supports a high quality MoC process by periodically updating regulatory data. Users are notified of any new, changed, or repealed requirements since the last applicability review was performed. These changes are analyzed by Citation’s Regulatory Analysts and are presented using everyday language, including a link to the official requirement.
